
يمثّل تعليم الطلاب والطالبات من ذوي الإعاقة السمعية واضطرابات النطق محوراً جوهرياً في مسار تطوير منظومة التعليم الشامل، نظراً لما تحتاجه هذه الفئة من أساليب تربوية دقيقة تضمن لهم حقهم في التعلم المتكافئ. ومع تنامي وعي المجتمع بأهمية التعليم في تمكينهم ودمجهم، ارتفعت مطالبات أولياء الأمور بضرورة إسناد تعليم أبنائهم إلى معلمين يمتلكون الكفاءة العلمية والخبرة العملية في التعامل مع احتياجاتهم اللغوية والتواصلية. فالمعلم غير المتخصص، مهما كانت خبرته العامة، قد يعجز عن توفير البيئة التعليمية المناسبة التي تراعي خصوصية هذه الفئة، بينما يشكّل المعلم المتخصص حلقة الوصل الأساسية التي تفتح أمامهم أبواب الفهم والمشاركة والنمو. ومن هنا تتأكد أهمية الاستثمار في الكوادر المؤهلة لضمان تعليم فعّال يحقق العدالة ويعزّز فرص النجاح لجميع المتعلمين.
عدد من أولياء الأمور تحدثوا إلى «عكاظ»، مؤكدين حاجتهم للمعلم المتخصص؛ إذ أشار محمد العتيبي، إلى أن ابن أخيه يعاني اضطراب النطق وما زال يتلقى تعليمه دون وجود مختص. فيما لفت عبدالله حكمي، إلى أن دمج الطلاب من ذوي الإعاقة السمعية مع أقرانهم الأصحاء، في ظل غياب المعلمين المتخصصين والمناهج المكيّفة، أدّى إلى إشكالات تعليمية ونفسية انعكست سلباً على تحصيلهم الدراسي وتطورهم اللغوي. وقال ناصر علي: إن طفلته في المرحلة الابتدائية تعاني من صمم تام وتمّت زراعة قوقعة لها، ورغم اهتمام المدرسة والمدرسات بحالتها إلا أنها تشتكي من عدم سماع صوت المعلمة أثناء الشرح لبعد موقعها في الفصل، كما تشتكي من صعوبة مجاراة زميلاتها في الاجتهاد والحفظ.
وأكد آخرون أهمية كفاءة برامج الدمج، وضرورة استيعاب تعيينات مختصي التربية الخاصة لضمان تعليم عادل ونوعي يراعي الفروق الفردية، ويكفل لهذه الفئة حقها في بيئة تعليمية مهيأة ومنصفة.
8 سنوات من الانتظار
عدد من خريجي وخريجات التربية الخاصة -مسار تدريبات النطق واضطرابات النطق واللغة- أوضحوا أنهم تخرجوا منذ نحو 8 سنوات، ولا يزال التخصص مغلقاً رغم الحاجة الماسة إليه في الميدان التعليمي، مشيرين إلى أن أدوارهم تُسند في كثير من الأحيان إلى غير المتخصصين من مسارات أخرى، ما يؤثر على جودة الخدمات التعليمية المقدمة للطلاب.
فتح التعيينات لسد الاحتياج
في المقابل، أكد مختصون لـ«عكاظ»، أهمية فتح التعيينات في هذا التخصص الحيوي لسد الاحتياج بكفاءة عالية، وضمان تقديم خدمات تعليمية وعلاجية متكاملة للفئات المستهدفة.
شروط الدمج وأهمية الكوادر
من جانبها، أكّدت المديرة السابقة للجمعية السعودية للإعاقة السمعية بجدة الهنوف الفارسي، أن تعيين كوادر مؤهلة ومتخصصة في تعليم ذوي الإعاقة السمعية يُعد عنصراً جوهرياً لنجاح تعليمهم. وأوضحت أن المعلم المتخصص يمتلك مهارات التواصل بلغة الإشارة، ويفهم احتياجات الطلاب النفسية والتعليمية، ويستطيع تكييف المناهج بما يتناسب مع قدراتهم، بينما يؤدي إسناد تدريسهم لغير المختصين إلى تراجع تحصيلهم وثقتهم بأنفسهم. وأضافت أن وجود معلم أو مساعد تعليمي من نفس الفئة يسهم في تعزيز التواصل وبناء الثقة، ويشكل قدوة إيجابية للطلاب. وأكدت أن الدمج الناجح يتطلب بيئة تعليمية داعمة تشمل معلمين متخصصين، ومترجمي لغة إشارة، ومناهج مكيّفة، وتوعية مجتمعية داخل المدرسة، مشيرة إلى أن الاستثمار في الكوادر المتخصصة هو استثمار في مستقبل هذه الفئة وحقها في تعليم عادل ومتكافئ.
أبرز الاحتياجات في الميدان التعليمي
بدوره، قال مدرب ومترجم لغة الإشارة الدكتور محمد سعد الطخيس، إن أبرز الاحتياجات اللازمة لهذه الفئة تتلخص في ثلاثة محاور رئيسية: أولاً: التجهيزات المدرسية، وتشمل مباني مهيأة تتناسب مع نوع الإعاقة (ممرات آمنة، أرضيات مناسبة، إضاءة جيدة، عزلاً صوتياً، صالات رياضية، قاعات تدريب)، وتوفير وسائل تعليمية وتقنية مساندة مثل الشاشات التفاعلية، الوسائل البصرية، الأجهزة السمعية، والمواد المحسوسة، إضافة إلى تجهيز ساحات وأنشطة مدرسية آمنة تعزز الصحة النفسية والجسدية، وتقليل الكثافة الصفية في مدارس الدمج الكلي. ثانياً: كفاءة التدريس، وتتمثل في تدريب تخصصي مستمر للمعلمين في مجال التربية الخاصة، وتمكينهم من إستراتيجيات التعليم المتمايز والتقويم البديل وأساليب التواصل المناسبة، وتعزيز الجانب التطبيقي في الدورات التدريبية وربطه بالواقع، ودعم المعلم نفسياً ومهنياً وتخفيف الأعباء الإدارية. ثالثاً: المخرج التعليمي، ويتمثل في إعداد مقررات تتناسب مع قدرات الطلبة واحتياجاتهم، والتركيز على المهارات الحياتية، وبناء خطط تربوية فردية فعّالة، خصوصاً للطلاب ذوي الإعاقات المتعددة، وتعزيز الشراكة بين المدرسة والأسرة والجهات الداعمة، وإتقان لغة الإشارة بشكل إلزامي لكل من يعمل مع فئة الصم، إضافة إلى دور الجهات التعليمية في تذليل الصعوبات التي تواجه المعلم.
القلق النفسي وضغوط الأسرة
الإخصائية النفسية أمل الجهني، أوضحت أن نقص معلمي الإعاقة السمعية واضطرابات النطق لا يضعف التحصيل الدراسي فقط، بل يضع الأسرة تحت ضغط صامت. فالطفل لا يجد من يفهم احتياجاته داخل المدرسة، مما يثير قلق الأهل مبكراً على مستقبله، وتتحوّل الأيام الدراسية إلى مصدر خوف بدلاً من الأمل. ومع غياب الدعم التخصصي، تلجأ الأسر إلى مراكز خاصة بتكاليف مرهقة، فيتحول التعليم من حق مكفول إلى عبء اقتصادي. وأضافت الجهني أن الطفل قد ينسحب اجتماعياً أو يُظهر سلوكيات اندفاعية أو لعباً خشناً، ليس لرفضه الآخرين، بل لأنه لا يستطيع التعبير عما بداخله، مؤكدة أن وجود المعلم المتخصص ليس تفصيلاً تعليمياً، بل هو دعم إنساني يحمي استقرار الأسرة ويمنح الطفل فرصة عادلة ليشعر بأنه مفهوم ومسموع.
تعديل المناهج وتوحيد المسارات
قال رئيس مجلس إدارة جمعية زراعة القوقعة «اسمعك» نايف الوسمي: إن الإعاقة السمعية تُعدّ من أهم الإعاقات لارتباطها المباشر بالنطق، فالإنسان غير السامع لا يستطيع الكلام، ولهذا ورد ذكر السمع في القرآن الكريم أكثر من باقي الحواس. وأشار الوسمي، إلى أن وجود مختصين في الإعاقة السمعية من خريجي التربية الخاصة أمر ضروري لما يمتلكونه من دراية شاملة في التعامل مع ضعاف السمع وزارعي القوقعة. وبيّن أن هناك فجوة واضحة بين التأهيل الطبي والتربوي؛ فالمعاق سمعياً يجد اختلافاً في طرق التدريب بين المراكز الصحية والمراكز التعليمية، ما يستدعي دمج التخصصين في مسار واحد يجمع بين الجانبين الطبي والتربوي. وأكد الوسمي، ضرورة وجود برنامج مشترك بين وزارتي التعليم والصحة لتأهيل مختصين قادرين على تقديم تعليم نوعي يتجاوز الحواجز التواصلية، ويضمن تكافؤ الفرص التعليمية للطلاب. كما دعا إلى تعديل المناهج الدراسية لتناسب الخصائص المعرفية للصم، والتركيز على الوسائط البصرية لتبسيط المفاهيم المجردة، ومعالجة الفجوات اللغوية، وتعزيز التوافق الوجداني والاجتماعي للطالب، إضافة إلى أهمية دور المعلم في أن يكون حلقة وصل بين المدرسة والأسرة.
ضوابط البدل وتوضيحات الوزارة
من جهتها، أكّدت وزارة التعليم، ضمن «ضوابط صرف بدل التربية الخاصة»، أنه يجب استيفاء معلم العوق البصري والسمعي نصابه التدريسي قبل تكليف معلم غير متخصص بتدريس طلاب العوق البصري والسمعي في المواد التي لا يمكنه تدريسها، مثل الرياضيات والإنجليزي. وأوضحت الوزارة، أنه عند الحاجة، يُكلف معلم غير متخصص بتدريس هذه المواد تحقيقاً للمصلحة التعليمية للطلاب، ويُصرف له بدل بنسبة 20%. كما بيّنت الوزارة أن المدرسة تُعامل معاملة الدمج المكاني إذا كان الفصل يضم 100% من الطلاب ذوي الإعاقة، بينما تُعامل كدمج كلي إذا كان الطلاب مدمجين مع طلاب التعليم العام. وأضافت أن المعلم الذي يباشر تدريس العوق البصري أو ضعاف السمع في غرفة المصادر يُعامل كمعلم غير متخصص فيما يتعلق بالمواد التي لا يمكن لمعلم التربية الخاصة تدريسها.
عزلة واختلاف
من جانبها، قالت الأخصائية الاجتماعية آمال عبدالقادر: إن هذا الوضع يؤدي اجتماعياً إلى ارتفاع مستوى القلق لدى الوالدين بشأن مستقبل أبنائهم وقدرتهم على الاندماج المجتمعي، ويضعف الثقة في كفاءة المنظومة التعليمية، كما تتأثر العلاقة بين الأسرة والمدرسة، إذ تتحول الأسرة من شريك داعم إلى طرف مطالب دائماً بتعويض القصور. وأشارت إلى أن عدم تلقي الطفل التعليم المناسب في بيئته الطبيعية يعزز شعوره بالعزلة والاختلاف، ويحد من فرص تنمية مهاراته التواصلية والاجتماعية، مما يجعل القصور في التعيينات المتخصصة تحدياً اجتماعياً يمس استقرار الأسرة وجودة حياتها.
Teaching students with hearing impairments and speech disorders represents a core focus in the development of an inclusive education system, given the need for precise educational methods that guarantee their right to equitable learning. As community awareness of the importance of education in empowering and integrating these individuals grows, parents have increasingly demanded that their children’s education be entrusted to teachers who possess the scientific competence and practical experience to address their linguistic and communicative needs. A non-specialized teacher, regardless of their general experience, may struggle to provide an appropriate educational environment that considers the uniqueness of this group, while a specialized teacher serves as the essential link that opens doors to understanding, participation, and growth. Hence, the importance of investing in qualified personnel to ensure effective education that achieves justice and enhances success opportunities for all learners is affirmed.
Several parents spoke to “Okaz,” confirming their need for specialized teachers; for instance, Mohammed Al-Otaibi mentioned that his nephew suffers from a speech disorder and is still receiving education without a specialist present. Meanwhile, Abdullah Hakami pointed out that integrating students with hearing impairments with their healthy peers, in the absence of specialized teachers and adapted curricula, has led to educational and psychological issues that negatively impacted their academic achievement and linguistic development. Nasser Ali stated that his daughter in elementary school suffers from complete deafness and has had a cochlear implant; despite the school and teachers’ attention to her condition, she complains about not hearing the teacher’s voice during explanations due to her distance in the classroom, and she struggles to keep up with her classmates in diligence and memorization.
Others emphasized the importance of the effectiveness of integration programs and the necessity of including special education specialists to ensure fair and quality education that considers individual differences, guaranteeing this group their right to a prepared and equitable educational environment.
8 Years of Waiting
Several graduates of special education – specifically in speech training and speech and language disorders – clarified that they graduated about 8 years ago, and the specialization remains closed despite the urgent need for it in the educational field, indicating that their roles are often assigned to non-specialists from other pathways, which affects the quality of educational services provided to students.
Opening Appointments to Meet Demand
In contrast, specialists confirmed to “Okaz” the importance of opening appointments in this vital specialization to meet the demand efficiently and ensure the provision of comprehensive educational and therapeutic services for the targeted groups.
Integration Conditions and the Importance of Personnel
For her part, the former director of the Saudi Association for Hearing Impairment in Jeddah, Al-Hanouf Al-Farsi, affirmed that appointing qualified and specialized personnel in teaching students with hearing impairments is a fundamental element for the success of their education. She explained that a specialized teacher possesses communication skills in sign language, understands the psychological and educational needs of students, and can adapt curricula to suit their capabilities, while assigning their teaching to non-specialists leads to a decline in their achievement and self-confidence. She added that having a teacher or educational assistant from the same group contributes to enhancing communication and building trust, serving as a positive role model for students. She emphasized that successful integration requires a supportive educational environment that includes specialized teachers, sign language interpreters, adapted curricula, and community awareness within the school, noting that investing in specialized personnel is an investment in the future of this group and their right to fair and equitable education.
Key Needs in the Educational Field
For his part, sign language trainer and interpreter Dr. Mohammed Saad Al-Tukhis stated that the main needs for this group can be summarized in three key areas: First: School facilities, which include buildings equipped to accommodate the type of disability (safe corridors, suitable flooring, good lighting, sound insulation, sports halls, training rooms), and the provision of supportive educational and technical tools such as interactive screens, visual aids, hearing devices, and tactile materials, in addition to preparing safe school yards and activities that enhance mental and physical health, and reducing class density in fully integrated schools. Second: Teaching efficiency, which involves ongoing specialized training for teachers in the field of special education, enabling them with differentiated teaching strategies, alternative assessment, and appropriate communication methods, enhancing the practical aspect of training courses and linking them to reality, and providing psychological and professional support to teachers while alleviating administrative burdens. Third: Educational outcomes, which involve preparing curricula that match students’ capabilities and needs, focusing on life skills, building effective individual educational plans, especially for students with multiple disabilities, enhancing partnership between the school, family, and supporting entities, and mastering sign language as a requirement for anyone working with the deaf community, in addition to the role of educational entities in overcoming the challenges faced by teachers.
Psychological Anxiety and Family Pressures
Psychologist Amal Al-Jahani explained that the shortage of teachers for hearing impairments and speech disorders not only weakens academic achievement but also places families under silent pressure. The child does not find someone who understands their needs within the school, which raises parents’ early concerns about their future, turning school days into a source of fear rather than hope. In the absence of specialized support, families resort to private centers at overwhelming costs, transforming education from a guaranteed right into an economic burden. Al-Jahani added that the child may withdraw socially or exhibit impulsive behaviors or rough play, not out of rejection of others, but because they cannot express what is inside them, emphasizing that having a specialized teacher is not just an educational detail, but a humanitarian support that protects family stability and gives the child a fair chance to feel understood and heard.
Curriculum Modification and Unifying Pathways
Naif Al-Wasimi, Chairman of the Board of the Cochlear Implant Association “I Hear You,” stated that hearing impairment is one of the most significant disabilities due to its direct connection to speech; a person who cannot hear cannot speak, which is why hearing is mentioned in the Quran more than other senses. Al-Wasimi pointed out that having specialists in hearing impairment from special education graduates is essential due to their comprehensive knowledge in dealing with the hearing impaired and cochlear implant recipients. He noted that there is a clear gap between medical and educational rehabilitation; a hearing-impaired individual finds differences in training methods between health centers and educational centers, necessitating the integration of both specializations into a single pathway that combines medical and educational aspects. Al-Wasimi emphasized the need for a joint program between the Ministries of Education and Health to qualify specialists capable of providing quality education that transcends communication barriers and ensures equal educational opportunities for students. He also called for modifying curricula to suit the cognitive characteristics of the deaf, focusing on visual media to simplify abstract concepts, addressing linguistic gaps, and enhancing the emotional and social compatibility of the student, in addition to the importance of the teacher’s role as a link between the school and the family.
Substitute Allowance Regulations and Ministry Clarifications
For its part, the Ministry of Education confirmed, within the “Regulations for the Special Education Allowance,” that the teacher of visual and hearing impairments must fulfill their teaching quota before assigning a non-specialized teacher to teach students with visual and hearing impairments in subjects that they cannot teach, such as mathematics and English. The ministry clarified that when necessary, a non-specialized teacher may be assigned to teach these subjects in the interest of the students’ educational needs, and they will receive an allowance of 20%. The ministry also indicated that the school is treated as a spatial integration if the class includes 100% of students with disabilities, while it is treated as full integration if the students are integrated with general education students. It added that a teacher who begins teaching visual impairments or the hearing impaired in resource rooms is treated as a non-specialized teacher concerning subjects that a special education teacher cannot teach.
Isolation and Difference
For her part, social worker Amal Abdulqader stated that this situation socially leads to an increase in anxiety levels among parents regarding their children’s future and their ability to integrate into society, weakening confidence in the efficiency of the educational system. It also affects the relationship between the family and the school, as the family shifts from a supportive partner to a party constantly demanding compensation for shortcomings. She noted that the lack of appropriate education for the child in their natural environment enhances their feelings of isolation and difference, limiting opportunities for developing their communicative and social skills, making the deficiency in specialized appointments a social challenge that impacts family stability and quality of life.
